Scooting and pedalling are different skills. Pedalling is a seated, symmetrical, continuous action; scooting is standing, one-sided and rhythmic, with the body’s weight shifting over a single supporting leg between pushes.

That weight shift is the important part, because it is the beginning of balance. A child on a three-wheeled scooter is briefly balancing on one leg over a stable base — practising the skill in a situation where failing costs nothing.
